Oakland Public Library Master Facilities Plan

Group 4 developed the Oakland Public Library Master Facilities Plan, which assesses current and future facility space needs, develops space and service guidelines, and recommends development of future library sites and services in keeping with the needs of the city’s growing communities. The plan is founded in extensive community input, including community meetings and a citywide survey as well as analysis of library use patterns.
Adjunct services provided by Group 4 included a feasibility study for converting the historic Kaiser Arena into a new main library. Group 4 also assisted the City of Oakland with its successful application to the California State Library for construction grant funds for one of the master plan recommended projects, the new 81st Avenue Branch Library.
