Group 4 developed a strategic plan for San Rafael’s essential facilities including city hall, six fire stations, the police station, and two community centers designated for use as EOCs and emergency shelters. The project included a geographic analysis of the City’s six fire stations and the potential for consolidating service areas and stations, as well as a program for combining all Police Department divisions – some of which currently occupy leased space – under one roof.

Based on an assessment of structural, space, and operational needs, we developed strategies to modernize and expand the City’s essential facilities to meet San Rafael’s needs through the year 2020. The preferred strategy included the development of a joint public safety facility in downtown San Rafael to house both the Police and Fire Departments, allowing other overcrowded City departments to expand into the vacated space in city hall.
